They exist outside of the normal packs. This recent leak features a brand new style of upcoming Flashback series for FC 26, and fans can't stop talking.

Recently, a leak hit X via @Fut_scoreboard featuring the new FC 26 Flashback card design with Mbappé. It showcases an 88‑rated ST Mbappé with Real Madrid's badge, with insane stats including 99 PAC, 85 SHO, 89 DRI with a leaping neon-purple/blue frame that is futuristic in appearance, along with an urban cityscape for the background.

This is a big change from FC 25's Flashback style. The new design clearly takes cyberpunk aesthetics and embellishments and runs with them. It seems more futuristic and exciting compared to last year's cleaner, traditional frames. The top border design looks like digital circuits, and the background pixel glitches help provide a digital time machine feel.
