To start the Paving the Way quest, you first need to find an ENELICA building. These are research buildings in areas such as the Dam Battlegrounds, Buried City, and Blue Gate.

The easiest of the three locations to visit is at the Water Treatment Control Building, located in Dam Battlegrounds. As you arrive, you should find a large building, which reads ENELICA prominently on the side. Head through the front door and notice the notice board located immediately to the right of the front entrance, and complete this task by clicking the notice board.

Travel to Buried City (Piazza Roma)

After finishing the first step, head to Buried City and make your way to Piazza Roma. Your goal here is simple: you need to reach the top floor above the Convinio.

The Convinio comprises two connected apartment buildings located in the southwest part of Piazza Roma. You can get to the top by taking the stairs or using the zipline.

You have to be slow while going up; a rocketeer enemy usually patrols the rooftop, and rushing can get you into trouble. Once the rooftop is safe, cross over to the second building using the scrap bridge. From there, you’ll be on the right path to continue the quest.

Find the Researcher’s Flat

From the lower rooftop, you have to cross the scrap bridge to get back inside the building. Your next task is to find the researcher’s flat.

Go straight ahead until arriving at a large computer console area where researchers work; look for a yellow terminal, usually located near the southeastern corner of the area's east side, to retrieve research data in the ARC Raiders Paving the Way Quest.

Once you have the data, the Paving the Way quest is complete. You can now extract safely and move on to your next mission in ARC Raiders.
