According to Jason Schreier of Bloomberg, on the latest episode of the Button Mash podcast, the development of Grand Theft Auto VI (GTA6) has not actually reached a stage known as “content complete.”

This means there are still many unfinished items in the game’s development, i.e., developers are still creating and finalising all the missions, and determining what will and won't go into the final version.

Content completion has not been reached for GTA 6. Jason Schreier has stated that it is still very much a work in progress rather than a finished product.
