Zenless Zone Zero Tier List 2.2 (September 2025) – Best Agents Ranked

HoYoverse keeps updating the Zenless Zone Zero Tier List every patch, and with version 2.2 now in September 2025, many characters move places again. For new players, it becomes confusing, which unit deserves an upgrade, and which should be skipped for later. That is why this Zenless Zone Zero Tier List tries to explain current ranking, from S to C tier, showing which ones fit better in teams and which are not worth heavy investment. This ranking looks at their overall damage, support value, synergy with others, and how useful they are in both long fights and short battles. Keep in mind that things may change again next update, but for now, this guide is how the meta stands.

Zenless Zone Zero Tier List 2.2 (September 2025)

Zenless Zone Zero patch 2.2 is coming out in September 2025; the ranking of agents will not be the same as before. Some characters go up cause they get buff or just work better with the new team setup, and others drop down since other units are now stronger or more useful. This Zenless Zone Zero Tier List tries to show which agent is worth putting time and resources right now, who can still stay strong for the late game, and which one feels too weak in the current meta.

• S Tier: very good agents, not always as broken, but still core for many comps. Best S Tier characters are Alice, Burnice, Caesar, Evelyn, Hugo, Ju Fufu, and LycaonYanagi.
• A Tier: solid character, they do a good job, but not perfect in all places. Best A Tier characters are Ellen, Jane Doe, Lucy, Nicole, Pulchra, Qingyi, Seed, Soukaku, and Soldier Anby (Sanby).
• B Tier: only shines in a niche or with the right combo, weaker outside that. Best B Tier characters are Pan Yinhu, Piper Rina, Soldier 11, and Zhu Yuan.
• C Tier: Struggles in the current meta, hard to justify the build. Best C Tier characters are Anton, Billy, and Nekomata, Grace, Harumasa, Koleda, and Seth.

Here's a detailed look at the Zenless Zone Zero 2.2 Tier List -

S Tier

In Zenless Zone Zero, S-tier means the best agents right now, the ones most players think are very strong and reliable. They usually hit hard, give good team help, survive long, and fit many team setups. S-tier units not only do big damage or help allies, but they also work in different strategies, so players get an advantage in the early or late game. Putting resources on S-tier usually gives better results, making progress easier and fights go smoother.

Alice

Alice is good for triggering an anomaly with a simple combo. She works with Vivian for Disorder or Assault setup, delivering a strong burst when the team builds correctly. Her combo is easy to use, but when the team is not built right, she cannot hit hard, so most players skip her for others.

Burnice

Burnice focuses on the Fire anomaly and applies damage while off-field. Her scorch keeps active long, so she is very good for teams that want constant fire damage while the main DPS focuses on others. She needs good timing to make full use of the burn; otherwise, her damage feels weak. Most players only bring her in a fire team where her off-field hits actually work well.

Caesar

Caesar combines support and durability, with her Radiant Aegis shield buffing defence and attack. With parry, she defends and hits at the same time, making her a solid frontline. She holds frontline good for a long fight, but her damage is not strong enough to carry the whole team. Many players use her for safe play, but when they want big damage, they choose other units.

Evelyn

Evelyn relies on a fire combo chain that deals heavy burst damage when crit. With Astra and Lighter, she becomes much scarier. Need some practice, but the reward is very high. She needs timing and practice to hit a full burst; otherwise, the damage feels smaller than it should. Many players enjoy her when paired with Astra or Lighter, but solo, she is not very strong.

Hugo

Hugo shines when the enemy is stunned. In that short burst window, he unleashes massive damage. With Lighter or Lycaon helping stun, Hugo can carry the whole fight. Hugo does best when the enemy is stunned; in that short time, he hits very hard. With Lighter or Lycaon helping stun, he can carry many fights. Alone, he struggles more, so team setup is very important.

Ju Fufu

Ju Fufu is a Fire unit too, but more about team buff and aftershock. She keeps the rotation smooth with Decibel recovery, helping the team use skills more often. Without the right combo, she feels weak, so many players only bring in specific setups.

Lycaon

Lycaon is a safe pick for the melee front, very strong, and gives constant stun. Always work well for chain attacks. But his damage alone feels low, so many players move to newer units when they want faster clear.

Yanagi

Yanagi, an anomaly burst dealer, needs the right stance and timing. Without it, her explosion feels weak. Many players like her in a skilled team, but in a casual fight, she often does not do well. Yanagi is also regarded as one of the more important characters in Zenless Zone Zero Version 2.2 Tier List.

A Tier

A-tier agents are strong and pretty reliable. They do well in most teams, give solid damage, and bring some useful support, but sometimes they miss the versatility or raw punch that S-tier got. A-tier units still can carry you through most content okay, but need a little more care in team setup, or plan to work best. Putting resources in A-tier is usually safe, cause they still perform well and can help S-tier units in many missions.

Ellen

Ellen uses Ice crit strikes; she was top meta, but dropped a bit now. Still. After rework, she is better again. Ellen still works in many team comps, but newer characters often deal more damage and make her look weaker.

Jane Doe

Jane Doe is a Physical anomaly user, very fast. Her Passion Stream mode makes her flexible with crit potential. She is not the top DPS, but good in agile comp. Her moves need careful play, but many players still pick stronger anomaly units for bigger damage.

Lucy

Lucy summons Guard Boars, providing a buff and extra damage. She acts as both sub DPS and support, with good energy regen to keep skill rotation smoother. She can work in lots of teams, but many players still pick bigger DPS to finish fights quicker.

Nicole

Nicole has strong crowd control and grouping of enemies. Works nicely with Ether Ally, but not always needed if the team has enough AoE. Her skills work well when many enemies are together, but in smaller fights, she is not very useful and often sits on the bench.

Pulchra

Pulchra pairs well with Soldier Anby, boosting aftershock style. Niche, but when used right, she becomes good off-field support. If not set up right, her support feels wasted, so most players just use her on a certain team only.

Qingyi

Qingyi stack Subjugation, then hit big electric stun, but she needs to stay long on the field, so it's hard to fit in all comps. When set right, she is very strong, but many players just skip her for quicker units that work better.

Seed

Seed got this special Steel Charge thing that boosts ally attack. She needs the right team to work well, and when set up correctly, she makes the other unit much stronger. But without a proper combo, her buff feels lost, so most players just keep her for a perfect team only.

Soldier Anby (Sanby)

Sanby is simple to play, so new players enjoy her, but later on, she falls behind when stronger electric units come. Many players keep her for easy use, but not for top damage.

Soukaku

Soukaku gives ice AoE with Frosted Banner, helps other DPS okay. Not perfect, but pretty steady in the ice team. He also got some crowd control, so in long fights when enemies bunch up, he can still do a job.

B Tier

B-tier agents are kinda middle-level in meta right now. They still can work in some team comps or special strategy, but mostly they are not as strong or flexible as A- or S-tier units. Their damage, utility, or staying power feels weak in harder fights, and they often need a careful plan or exact synergy to do well. B-tier is not bad, but putting too many resources on them usually gives less return than stronger agents. Mostly, they used to fill a spot, try out a new team, or just temporarily until better units come.

Pan Yinhu

Pan Yinhu works as a healer and support, but without Yixuan or a proper upture team, her skills feel weak and useless. Many players just leave her on the bench and pick other units that give more help.

Piper

Piper can hit many enemies fine, make the mob clear fast, but when alone against a strong single target, she does not deal enough damage and falls behind.

Rina

Rina fights from range with Bangboo, giving PEN buff; she helps the team a little, but damage stays low compared to other ranged units. Many players still pick a stronger ranged agent to finish fights quickly.

Soldier 11

Soldier 11 is okay at the early game; she can stay front line, but later she starts falling behind. Her kit is too simple and damage doesn’t scale well, so stronger units outshine her fast.

Zhu Yuan

Zhu Yuan is an anomaly user; he is fine with the Ether team, but too situational to be a high rank. Outside of his small role, he also struggles a lot, so many players just ignore him and pick units that can fit more on the team or do more damage.

C Tier

C-tier agents are usually seen as weaker picks in the current meta. They don’t deal much damage, or give much help, and survive less well, so most teams find them unreliable. Sometimes they work in niche strategy or with a special combo, but need more care or planning to do okay. In hard missions, they fall behind and are not great for long-term investment. Many players just use them as filler, try new things, or when their favorite units are not ready, but mostly they don’t shine like higher-tier agents.

Anton

Anton is a simple chain attacker, good for close-range AoE damage. He can lock enemies together with his special and raise anti-interrupt high for basic attacks. EX special unlock Burst Mode, hitting constant Electric damage, but costs energy. Better put him second or third, like Soukaku, to link into EX Special.

Billy

Billy joined Anby and Nicole as a starter, easy to use, and helpful. He is versatile. Twin revolvers let him fit any team needing long-range AoE Physical damage. Ultimate boost Anomaly Buildup 10%, chain attack hits a wide area fast. Fragile like Corin, low HP and DEF make him risky on the field. Damage lower than higher-tier units that do the same role better.

Nekomata

If you want high DPS without care for PEN or attributes, Nekomata fit. She has high base ATK and slices through waves easily. Crit and damage buffs make her hit even harder. Very fast, dodges, and quick assists add extra damage.

Grace

Grace tries anomaly style, but she doesn’t give enough burst or team support. Even with a good build, her damage stays low, so she cannot reach the same level as other anomaly units. In battle, she also misses a strong buff that could help teammates more.

Harumasa

Harumasa is plain DPS, not really bad, but also does not stand out when compared with newer agents. His skill set feels kind of too simple and misses the extra tools that a fresh character has. In a tough battle, he drops behind since his damage is just not enough to carry.

Koleda

Koleda gives stun and melee fight, but she gets outshone by Lycaon or even Lighter. Her damage does not grow with level, so in the later game, she feels much weaker. She also needs to stay on the field too long to do a proper combo, which makes team rotation kind of slow.

Seth

Seth is a support type, but he is only useful in a very small role, so most of the time, he is not a good pick unless you try an experimental team. His skills do not give much damage, and the buff he does feels weaker when compared to other support agents. In a longer battle, he also cannot keep pace, cause his ability doesn’t make a big impact.

At last, this ZZZ 2.2 tier list September 2025 only shows one way how the meta looks in September 2025, not the full truth forever. S-tier agents are for sure the safest pick if you want easy progress, but that does not mean you cannot play lower rank ones. Many players prefer their own style or just like one character, and with the right setup, even a weaker unit can still give a nice result.
