UEFA Euro U21 is a biennial football competition contested by the European U21 men’s national teams of the UEFA member associations. Since 1992, the competition has also served as the UEFA qualification for the Summer Olympics. The competition has existed since 1978. At first, it was preceded by the Under-23 Challenge Cup.

Bulgaria was the first winner of this competition. They won the tie against East Germany 3-2 in the final. In 1976, during a UEFA Conference, the hierarchy of UEFA lowered the age of the competition; since then, it has been a Under-21 competition. Since then, the Euro U21 rule is that any team can field two players above 21 years, and the rest should be 21 years old or later. In 1992, the Under-21 Championship became the European qualifying competition for the Olympic football tournament.

Qualification Criteria for 2025 U21 Euro Teams

  • To be eligible for the Euro under-21, the player must be born in 2004 or later.
  • Many may be 23 years old by the time of the Final tournament; however, when the qualification process began, all players would have been 21 or under.
    The 52 teams are drawn into nine groups: seven groups of six teams and two groups of five teams.
  • Each group is played in a home-and-away round-robin format.
  • For the playoffs, the six teams are drawn into three groups to play the home-and-away two-legged matches to determine the last three qualified teams.
  • In the qualifying group stage, teams are ranked according to points (3 points for a win, 1 point for a draw, 0 points for a loss).
    The rules at the time allowed each team to field two players over the age of 21.
